PUBLIC COMPLAINT: ALLEGED EXTORTION BY DESTMA OFFICIALS IN WARRI

The Organization for Human and Peoples Rights Protection strongly condemns yet another disturbing incident of alleged extortion carried out by officials of the Delta State Traffic Management Authority (DESTMA) in Warri, Delta State. On March 26, 2026, officials attached to the Effurun office, but reportedly operating from the Warri South Local Government Area axis, allegedly extorted the sum of ₦40,000 from Mr. Lucky O. Akpoyibo under questionable circumstances. According to the complaint, Mr. Akpoyibo was accused of driving on a middle lane while waiting for traffic to ease—an allegation that, even if valid, raises serious concerns about the conduct of the officers involved.  The officials reportedly demanded an initial sum of ₦60,000, later settling for ₦40,000, which was collected in cash without issuing any official receipt.
