PUBLIC COMPLAINT: ALLEGED EXTORTION BY DESTMA OFFICIALS IN WARRI
The Organization for Human and Peoples Rights Protection strongly condemns yet another disturbing incident of alleged extortion carried out by officials of the Delta State Traffic Management Authority (DESTMA) in Warri, Delta State.
On March 26, 2026, officials attached to the Effurun office, but reportedly operating from the Warri South Local Government Area axis, allegedly extorted the sum of ₦40,000 from Mr. Lucky O. Akpoyibo under questionable circumstances.
According to the complaint, Mr. Akpoyibo was accused of driving on a middle lane while waiting for traffic to ease—an allegation that, even if valid, raises serious concerns about the conduct of the officers involved.
The officials reportedly demanded an initial sum of ₦60,000, later settling for ₦40,000, which was collected in cash without issuing any official receipt.
This action, if proven true, is not only unlawful but reflects a pattern of abuse of power, intimidation, and exploitation of motorists by some traffic enforcement personnel.
Law enforcement processes must be transparent, lawful, and accountable not a means of personal enrichment.
We ask: If indeed an offence was committed, why was due process not followed?
Why was payment demanded in cash? Why was no official receipt issued? These questions point to a troubling culture of impunity that must be urgently addressed.
The Organization therefore calls on the Delta State Government to:
Immediately investigate this incident and identify the officers involved
Ensure a full refund of the ₦40,000 to Mr. Lucky O. Akpoyibo Sanction any personnel found culpable
Reform enforcement procedures within DESTMA to prevent further exploitation of citizens Delta State must not become a place where citizens are subjected to exploitation under the guise of traffic enforcement.
Public institutions exist to serve the people—not to extort them.
We urge all affected citizens to continue speaking out against such acts, as accountability remains the cornerstone of good governance.
